Citywide SCADA Systems Upgrade Project Phase 1

About The Project:
This project involves the development and initial stages of implementation for a SCADA (Supervisory Control and Data Acquisition) Needs Assessment, “Master Plan,” and related improvements. This project will allow for remote control and monitoring of various aspects of the operations of the City’s water production and wastewater treatment infrastructure.

1.   A Needs Assessment will be conducted in which the City Water and Wastewater Treatment Operations Staff will be interviewed for their input on their needs for a city-wide SCADA improvements project.  The Needs Assessment will include a prioritization of the needs for SCADA improvements as well as a preliminary assessment of potential efficiency improvements.

2.   Following the Needs Assessment, a letter report (SCADA Master Plan) will be prepared which would define the overall SCADA program needs for the City.  The letter report would include an estimate of the cost of the overall SCADA program, and would include a preliminary project phasing plan. 

3. The Phase 1 construction is expected to include the following:

  1. Install new SCADA-enabled hardware, software and communication systems upgrades as needed per the Assessment results at the Water Plants (Central, Feld Park and Renwick), Lift Stations (Bellaire, Rice and Wendell), and the Wastewater Treatment Plant.
  2. Begin SCADA/Communications upgrades in consultation with City IT Department.
  3. Other items as identified per Needs Assessment within FY2015 project budget.

Why Do We Need This Project?


This project involves the development and initial stages of implementation for a SCADA (Supervisory Control and Data Acquisition) Needs Assessment, “Master Plan,” and related improvements. This project will allow for remote control and monitoring of various aspects of the operations of the City’s water production and wastewater treatment infrastructure.  This project is in line with the City Council’s priority of focusing on Public Infrastructure and Facilities.
