Rebuild Bellaire Paving and Drainage Improvement Program Phase 5A

About The Project:
This project will continue the Rebuild Bellaire Bond Program. Completion of this project will improve the drainage in the streets. This project will entail the reconstruction of the streets and storm sewers and installation of sidewalks.  The streets for 5A are:

  • 4600 Block of Beech Street
  • 4700 - 4900 Blocks of Bellview Drive
  • 500 Block of College Street
  • 5100 Block of Evergreen Street
  • 500 - 700 Blocks of Fifth Street
  • 4500 Block of Merrie Lane
  • 5100 - 5400 Blocks of Pocahontas Street
  • 4900 Block of Wellford Drive
  • 500 Block of Wilmington Drive
  • 500 Block of Winslow Lane
Engineer: HDR, Inc.
Initial Engineering Cost for Phase 5A & 5B: $1,564,812
Additional Engineering Cost for Phase 5A & 5B: $125,000
Total Engineering Cost for Phase 5A & 5B: $1,689,812
The design engineering contract was awarded by Council on May 20, 2013 to HDR Engineers, Inc.
The additional engineering contract was awarded by Council on January 25, 2016 to HDR Engineers, Inc.

Contractor: Total Contracting Limited
Construction Cost: $10,250,150
The construction contract was awarded by Council on January 26, 2015 to Total Contracting Limited.

A neighborhood meeting was held on December 11, 2014 to inform affected residents about the project and receive feedback from the residents and property owners on the street maintenance work planned for their particular block. The attendees were told that their normal City services would be maintained throughout the work.

Construction began on March 16, 2015.

Construction is scheduled to be completed in August 2016.

Why Do We Need This?

The City of Bellaire’s Rebuild Bellaire Program is geared toward improving the overall quality of the roadway and drainage system by installing new storm sewers, inlets, streets and sidewalks, and is in line with the City Council’s priority of focusing on Public Infrastructure and Facilities.  The locations where chosen based on a prioritization of drainage needs and street conditions.
